Cook Islands FSDA Board

The Board of Directors of the FSDA is appointed pursuant to the Financial Services Development Act 2009. The Board is currently comprised of:

Brian Mason
Chairman of the FSDA Board

Brian Mason is the Chairman of the FSDA Board. Currently operating a private law practice, Brian has extensive professional achievements in the Cook Islands. He began his career in the Cook Islands as an advisor in the Office of the Prime Minister. He also has extensive experience within the international financial services industry and before starting his own practice, he was the Managing Director of the largest Cook Islands trust company. Brian has a Bachelor Law from Victoria University and a Masters degree in Politics from Auckland University. In addition to his role with FSDA, Brian is a director of Capital Security Bank as well as Cook Islands Trading Corporation.

Louise Wittwer

Louise Wittwer was appointed Commissioner of the Financial Supervisory Commission of the Cook Islands in December 2015. The FSC is an independent body responsible for the supervision of regulated financial entities and financial services in the Cook Islands. Louise spent several years with Audit New Zealand, and forensic accounting firms in London and Wellington, before moving to the Cooks Islands in 2002. Louise was General Manager of Cook Islands Trust Corporation for her initial three years in Rarotonga before joining the Cook Islands Audit Office as their Audit Advisor in 2005. She joined the Financial Supervisory Commission as Manager Offshore Services in 2009 and was promoted to Deputy Commissioner in 2012. Louise is a New Zealand qualified Chartered Accountant, United States qualified Certified Fraud Examiner and a member of the New Zealand Institute of Management.

John Evans

John Evans is the Operations Manager of Capital Security Bank, a Cook Islands private bank. He has over 10 years’ experience in the banking and finance industries across New Zealand and the Cook Islands. His past experience has included branch banking, electronic banking and finance brokering. Prior to joining Capital Security Bank, John was a member of Westpac Cook Islands’ Leadership Team for 3 years in the role of Branch Manager. He is a member of the Cook Islands Bankers Association.

Garth Henderson

Garth Henderson is the Financial Secretary for the Cook Islands Ministry of Financial and Economic Management. The Ministry is the central public finance management Ministry and is responsible for advising the Government on financial and economic issues as well as revenue and aid management, Treasury, the Budget and statistics.

Puai Wichman

Puai has been involved in the Cook Islands financial services industry for over 21 years with his area of expertise firmly focused on asset protection and the provision of international wealth preservation services. He is currently the Managing Director of Ora Fiduciary (Cook Islands) Limited, a registered trustee company in the Cook Islands regulated by the Financial Supervisory Commission. Prior to founding Ora Fiduciary, he spent a number of years working in very diverse areas of the offshore financial services sector, including banking, insurance, and sophisticated cross border structuring. He has previously been employed as legal counsel with Bermuda Trust (Cook Islands) Limited (now HSBC Trustees (Cook Islands) Limited) and has worked with other fiduciary service companies out of the Cook Islands.
